- Property had a 50/50 split between owner occupiers and private rented.
- Owner-occupiers are mainly elderly and low income.
- Privately rented flats occupied by residents with low incomes/benefits.
- Level of investment required was far beyond financial means of residents.
- In 2010 the buildings qualified for complete external and partial internal refurbishment.
